Earth NES

Okay... This is an NES of a world. It doesn't have to be earth. We can use stuff from books, rule a country, and even raise a family! Here are the rules:

1) No killing of anyone without them letting you.
2) You can use magic, but don't make things too weird. Different twists can happen, though.
3) This is set in the future, so there can be different planets.
4) Everyone can't be a ruler, so I'm limiting this to four rulers.
5) Only one character per person, that would be you.
6) Have fun!

I wish to start out as the ruler of my country, Il Mio Paese, meaning my country is Italian. So I would make my character first, and then my country.

Each of us? Or just...one person and then those who have claimed a title? Or what? Like for example: You created a country, can I create a country and or race and then have complete power over said country or race, or must I be a citizen of someone else's country or race or whatever?

Personality: A cunning ruler with an eye for opportunity. He is loyal, but he would rather flee the battlefield then wait for his death.
Description: A tall man with white hair, though he is young. He wears dark blue robes and carries a katana. Piercing blue eyes.

Government: Meritocratic Empire
Flag: A white fox on dark blue and black stationary, with the moon and stars at the right corner.
Motto: Cunning is power.
Additional Notes: Sylus places heavy impact on its military, so over 30% of the population are soldiers by nature. All government officials are extremely learned, and they are ruthless at war. The people are extremely patriotic. Every boy and girl must attend school unless the annual income is underneath a certain amount, in which case they will farm.

Kiwara, you can only have one character, and that is you. If you are a leader, then you can control most of your country. If you wanted to be a mass murderer, then just write that in your positon and you'd have to try to kill different players, and just random people you make up so you can kill.

I have one more rule. Here it is:

7) You can kill anyone who's not part of KidPub. (example: I made a huge army, I am the only one who can control it, but you could destroy it without me saying you could.)

However I'm adding my creatures from the Horses NES. They'll be apart of Kifo. The reason: Because they can, and I like them as of now.

Don't do that rule. Then it's way too cheap. If Sylus and Kifo went to war, and Lily wanted Kifo to win, she good just magically drop a nuke and my army's ruined?? No way. This has to be fair. You can maybe eliminate a portion of the army with, for example, poisoning or a surprise attack or what not, but not the whole army in fell swoop.
